Per Panopto Support, the issue stems from a user selecting “Deny” in a dialog box that allows Panopto access to a feature of the MacOS Mojave settings. Traditionally uninstalling/reinstalling does not cause the system to “forget” the original dialog choice.
Solution: Open a terminal window and run the following command: sudo /var/panopto/uninstall_panopto.sh. After the command runs, the will need to enter your computer password to complete the process. Now, reinstall Panopto, making sure to select “Allow” for any dialog boxes that appear.
The terminal window is in the Utilities folder in Applications. To open it, either open your Applications folder, then open Utilities and double-click on Terminal, or press Command – spacebar to launch Spotlight and type “Terminal,” then double-click the search result.
